It’s been 11 years since the police were abolished in Chicago. Now, in Neo Chicago—a nickname given to the city by its populace—murder is a rare and swiftly handled affair. So when a man is killed in a moment of rage, his killer is quickly apprehended by the Safety Commission, and no one—including private investigator Clarke Sparrow—thinks twice about it, until an old man with a crazy story walks into Sparrow’s office.
